Esteban, that's the way I understand it's supposed to work. I was able to reverse at Waterhouse with one commission, although it then required a phone call to my account rep to journal the shares from type 2 to type 5. But I'm not going to pursue the $10. It was just another straw on the camel's back, which is now broken.
