U.S. telecom equipment giant Motorola Inc. is negotiating a $20-million investment with Appeal Telecom Co., a
Korean venture firm, an company official said yesterday.

''We are in the final stages of investment talks,'' an Appeal spokesman said. He added that Motorola would get a
35-percent stake in the Korean company.

Under the terms of the contract, Appeal would provide Motorola with personal communications services (PCS)
handsets using code division multiple access (CDMA) technology on an original equipment manufacture (OEM) basis.

The Korean company will also attempt to export its PCS handsets to the United States under its own brand name, the
official added.

Appeal Telecom, however, must obtain an export license from Qualcomm, the U.S. telecom equipment company that
developed the CDMA technology, ahead of shipments abroad, the spokesman said. ''On top of the license, which
would
cost more than $3 million, the company will also have to pay Qualcomm royalties,'' he noted.

Formerly MI Tel Co., Appeal Telecom has secured a considerable share of the PCS market by producing a
CDMA-type PCS handset weighing just 79 grams and powered by a small lithium-ion battery.

Appeal, which posted a net profit of 9 billion won ($6.4 million) on turnover of 51.4 billion won last year, expects
sales to increase to 200 billion won by the end of this year.

Motorola's anticipated investment in Appeal Telecom comes as the U.S. communication giant is aiming to take the lead
in the CDMA market at home and abroad.

After announcing a $300-million investment plan in Korea in May, Motorola has signed contracts worth $15-million
and $10-million with Pantech Co. and Telson Electronics Co., respectively. (NIS)
