From what I've heard so far, Clinton didn't restrict the term "sexual relations" enough to avoid purjury. Lewinsky described acts that fell under his definition as well as any reasonable definition. He apparently only admitted to acts that he thought she would admit to and not the ones that would be most embarrassing. If he hadn't tried to be too cute, the report wouldn't have to detail the incidents to the level to identify his purjurous statements. For all the planning Bill Clinton put into these acts, I wouldn't be surprised if he video taped his activities.
