I don't know that there's a solution yet. Both parties are led by an extreme ideological core. The big chasm between the two parties' leadership lends itself to partisan attacks since they're fighting over fundamental policy differences. You can't even get the gun lobby to give in on automatic assault weapons, the abortion lobby to give in on partial birth abortions, and so on.
