For governments and companies getting started on contingency planning; some level of panic is necessary. Question is: how much of a panic is enough to get them going?

It would have to be a Greenspan, or perhaps to reach the "Wheel of Fortune" crowd (LOL!), a Colin Powell. Hell, take the two of them and add former President George Bush (who must look awfully good to folks these days), and you have one helluva team, representing political, national security and financial "authority."
