Hey you don't spend $1.2bln without a look-see , anyway the recovering economic tiger has found a friend in IBM and IBM has found low cost production ? :

" IBM INCREASES KOREA INVESTMENTS. IBM Corp. plans a
substantial increase in the number of technology products and components it sources from South Korea.

According to a Computerworld Hong Kong report, IBM plans to boost its imports to US$1.2 billion over the course of the year.

Despite a 25 percent decline in sales to Korea, IBM is planning a number of measures to boost its presence there.

Among the plans: Supplying US$7.2 million of hardware, software and services for a re-engineering support center for small and medium businesses, and a regional testing and support center for the Tivoli systems management software that will cost US$15 million over the next three years. "
