Congress will still have to hold hearings for censure or impeachment. All that's changed is the mood which swings just as quickly as in the markets. The facts still remain of his purjury, witness tampering, and obstruction of the investigation. Of course, now Clinton is in a hurry in a try to cut a deal with both Jones and with the Judiciary Committee since this may be the best it will get. It'll all fall on the House vote and the committee vote. Looking at the Articles of Impeachment for Nixon, what Clinton did is not all that different.
