I find it very hard to believe that voice calls, which has value for the public, and for which the public is willing to pay good money, will be provided free.

No one has to provide a service for this to happen. It's actually happening now but not as smooth as a regular phone call. Its just an internet connection with software and hardware on both ends that allow full duplex voice. Several companies provide the software free in different packages. The problem lies in the smooth transmission of the voice data.

Actually that's Chambers HYPE and BS. You would have to pay (different rates for QoS) for an internet connection from the consumer side. From an ISP/Carrier there is the overhead of managing/supporting these unreliable data networks.
