Excuse me! George Bush was President in 1992. Clinton took office January 20, 1993. What on earth could the Congress do about Whitewater in 1992? The Independent Counsel law was set to expire and Janet Reno encouraged Clinton and Democrat Congress to renew it!!! They did!!!
