Do you also conclude that Al Capone was only guilty of income tax evasion?

Not a good parallel. The feds were after Capone because they knew doggone well that he was guilty of all kinds of horrendous crimes. But the only thing they could actually nail him for was income tax evasion.

The investigation of Clinton was not begun because he was suspected of murder. And as far as I know, the Independent Counsel never even looked into these charges. (Correct me if I am wrong.)

Oops -- my mistake. Starr DID look into the charge that Foster had been murdered, and concluded that Foster was indeed a suicide.
