TO ALL:

We're back and all is fine. Until further notice, if you need information concerning the possible acquisition of IPM by Maxam, please direct your e-mails to: act@mobiletel.com

Even if you choose not to participate in the private placement by Maxam, we still need your proxy to vote your shares in favor of this acquisition.

IF YOU STILL OWN IPM SHARES AND WANT TO RECEIVE SOME VALUE FOR THEM BY WAY OF THE MAXAM ACQUISITION OF IPM, WE NEED YOUR PROXY TO VOTE YOUR SHARES IN FAVOR OF THE MAXAM ACQUISITION. E-MAIL act@mobiletel.com FOR A COPY OF THE PROXY LETTER. ALL YOU HAVE TO DO IS FILL IN THE BLANKS ACCORDING TO THE INSTRUCTIONS AND MAIL THE ORIGINAL TO THE ADDRESS ON THE PROXY LETTER.

Thank you for helping us to help all of us.
