I think Commerce One has this same strategy. Commerce One is enterprise sw to automate purchasing functions, founded by Mark Hoffman I believe. I dont think they are having a lot of success with the model, but that may be because Ariba is the perceived leader in internet purchasing enterprise software.

For now the companies that want to do web-based business are the big ones like Dell and Cisco and they are using it to increase profit margins so of course it makes sense for them to develop everything in house. But I have often wondered how the smaller companies were going to play this game, maybe a transaction based model makes sense for them. The question is, will it make sense for Oracle?

BTW if we are going to outsource enterprise sw then the apps definitely need to break up functionally which I think presents a problem for Sap. And its diametrically opposed to the original goal of these packages, which was total integration and mgmt of the entire picture - wierd very wierd to see this happening.
