john - missing vouchers does not necessarily mean fraud. It does mean sloppy record keeping.

I used to reconcile the ledgers of a large company in my youth. The process is the same small, large or in between.

We do not know how bad the Bolivian records are.
Either hardly any vouchers are available in general, or there are some major expenses that cannot be explained.

Minor voucherless expenses can be put into a miscellaneous account.
