level 2 doesn't come cheap anywhere - yet. Check out the Final Frontier Links for level 2 quote providers.

You could check out Stockedge at

If you prepay for a year of the basic system which works out to $79 a month plus exchange fees, you can get free level II (Value $50/month) ... You still have to pay the $50 Nasdaq level II exchange fee though.

I am using the Stockedge feed with my new Metastock Pro software, but not the level II.

They do offer a money back 30 day trial (less exchange fees). Check under the FAQ. You are locked in for the rest of the year, after the trial, so make sure it works reliably to your location.

Stockedge is stocks only. They offer Signal for those trading options or futures.
