Yes, I largely agree with that. Although I don't think its as simple as just reading polls. It's a matter of translating what people think they want into something that might work, and actually satisfy them. And then selling at specific way of doing it back to the electorate. Take the conflicting public feelings on welfare, and welfare reform, for example.

To a large extent, that's what effective leading is all about. The way in front leadership of an FDR in getting American help to the British so they wouldn't go under and leave no base for retaking Europe, was very much an exception in a Democratic society. He had enormous popularity built up over years to draw on. As well as some sense that he was right, even though people didn't want to face the consequences. Even FDR had to do things like Lend Lease in stages. And couldn't actually get us fully involved until we were actually attacked. (And no, I didn't approach being alive back then.<g> I just like history.)
