Can you spell Patent? I don't know what you mean by this, inventions and technical intellectual property are not public domain. IBM, CPQ, and others make billions annually off of licensing their patents, and likewise hold other patents back to keep certain technology from their competitors. Intel aggressively targets any other chipmaker who moves into areas protected by Intel patents.

However, in this particular case the inventors have chosen to make at least the key information publicly available, in a way that assures that companies who design products in support of this standard will be able to do so freely.
