I think we should graciously allow that Starr has merely misplaced a single word within his brief. Instead of "Ms. Lewinsky has stated that the President never explicitly told her to lie" (Starr report § VI) surely he meant "Ms. Lewinsky has explicitly stated that the President never told her to lie", which would more accurately reflect ML's testimony.
