The system is built to provide incentives to attorneys to act as private attorneys general to make up for the shortfall in enforcement manpower at the SEC. Although there is often not enough money to get everyone $1 on the dollar, there are occasional bright spots. In Bonneville Pacific we recovered about $.68 on the dollar in a $26 million recovery.
