The waiting period for IPO borrows can be as little as one week. The stock technically becomes borrowable when it settles T+3. In practice, the cusip # and all that crap means that it takes about 2 weeks. What the Canadians do effectively is short you stock from their market maker account. They hold you economically responsible for the short, but will create the position as a market maker. That transfer from the MM proprietary account cannot happen in the US.
