md1. I feel like being purely speculative right now. IMHO, the reason for the lack of news re: the settlement comes from the marketing restrictions that will likely be imposed from the settlement -- which has triggered the wide-scale price war we are seeing right now among tobacco companies. I imagine that they want a few more weeks of this price war to allow some last minute haggling over restrictions etc., then the price war will cease, and the settlement will come into full view. This is purely speculation on my part, but seems to fit the present set of facts -- 1) a settlement announcement is imminent (according to various reports), 2) the extremely aggressive price war, and 3) increase of dividend (as much that it was a sign of dedication to increasing shareholder value, I think it was also spurred along because mgmt saw that a settlement is very near).

Opinions?

BTW, I'm praying for a rate cut of .25+ tomorrow,
