I don't think Greenspan can not lower rates. The outcome would be a 500-700 point downdraft and a much quicker collapse of emerging markets. His hands are pretty much tied right now. I only think he'll do 1/4 point, and that won't help the US economy noticably - will only be a mental boost.

The recent 800 point rally in the dow is completely unwarranted and will correct itself over the next month or two.
