If Indida was to allow ALL of its citizens to acquire property in Kashmir, it would become one of the most prosperous (huge investments) and beautiful states with a huge visitor revenue from both India and abroad. And people would live very happily.

At present when there is such an amount of emotion on both sides, Property rights statutes should be maintaned as before. The Kashmiris will become more alienated if the rest of Indian citizens are allowed to buy property in Kashmir. Yes, prosperity to kashmiris will come faster, but their culture and identity may be diluted. In a democracy, such restrictions should not exist, but the Kashmiris, are getting special treatment. It is probably right for this moment.
