I'd have to agree wholeheartedly with your grading formula. Perhaps I'd upgrade republicans to a 5 because they haven't passed a lot of legislation lately. That's a big plus because the more bills get voted on, the more it costs us taxpayers. Basic gridlock/stagnation is a major contributor to a balanced budget and potential surplus, read return our money. In fact, with Clinton's "personal" life so public now, we can really see how much spare time these guys have. He's bored and has nothing to do.
