Jimmy mentioned that the various institutions he spoke to last week had no restrictions, but I would doubt we will see them until a major contract is finalized and ready to go. We know a handful of ones in the works, it's my impression that Egypt will be the first to draw their attention. We may see an institution enter before that though, with the prices being as low as they are.

Then again there is Mr. D, an institution himself.
