The four years of investigation pertained to he, his wife, and his cabinet heads: 1) Whitewater, Castle Grande, and Madison Guaranty 2) Cattle Futures 3) Travel Office Firings and Abuse of FBI and IRS 4) Abuse of IRS to intimidate critics 5) Abuse of FBI Files on critics and political opponents 6) Commerce Dept trade missions and fundraising 7) Agriculture Dept gifts from Tyson foods 8) Health Care Task Force 9) Campaign fundraising 10) Jones deposition 11) Transfer of missile technology to China and fundraising There was probable cause for launching investigations into these areas. The Clinton withheld evidence for months and years in a number of these cases. Their partners in most of these cases either purjured ,refused to testify, or fled the country. In other cases, evidence was destroyed, notably in (1), (3), and (5). When they have probable cause to investigate actions of other administrations, there will need to be some mechanism, if not the Independent Counsel Statute, to investigate them. As it is, there are few people willing to run anyways because of dirty tricks. The Democrats tried to intimidate Colin Powell from running in 1996. Both the Republicans and Democrats tried to intimidate Ross Perot in 1992.
