I'd be inclined to answer your question with a guarded "yes", based on what we now know. There's a twist, though: it appears that said resellers are rarely paid in full. And if they object, they find themselves sued.

And of course it's not just resellers: wonder whether the latest of the revolving door transfer agents ever saw any money? Gee, we'll have to ask.
