Reread my post. Intel is shipping the same Xeon with same circuitry that would have been shipped as Xeon-450MHz. At 450MHz the Xeon exhibits instability. Apparently the instability is just barely below the signal at 400MHz. Thus Intel is shipping them instead of fixing their circuitry once and for all.
