Ali: Apart from "expertise" in running a fixed wireless phone company and knowledge about the technology, I think you're right. However, it was my understanding they were working with govts to "get" the rights. Unclear to me what mechanisms are in place, but Bill R. has mentioned his european folks were meeting with govt types and getting a warm reception. all FWIW.
