"Putting an insurance tax on gasoline wouldn't reward safe drivers." You're right. I'm not an expert on this. I would be curious if experience is held in any places it has been attempted. Maybe I'll look, but I'm pretty scattered and useless most of the time. Costs and fairness are compromised in nearly all systems; the object is not to compromise them too much, and if they are, reject, or improve. It may have been addressed.
