It seems to me that this statement is contradicted somewhat by the experience of Germany in the 30s. Hitler never received 50% of the vote.

On the other hand, I believe he would have received a majority if he had bothered to hold elections.

One of the truly beautiful things about our country's system is that is takes so long for any meaningful change to come about. (I believe I am indebted to Newt Gingrich for pointing this key fact out in a speech.) The founding fathers designed it that way. We are not able (legally) to sign over the keys of the state to a dictator like the Germans apparently were. This is one of the reasons we must always protect the adherence to a firm legal system, even when it is to the disadvantage of our own party's position.

I guess I would rather see a strong congress and weak presidency even when my own party has the presidency and not the congress. It just isn't possible for congress to do anything really, really stupid (like declaring war, outlawing property, etc.) without the presidency and the legislative branch as well. And that takes so long to accomplish, that the extremism is very likely to die out before the take over is achieved.
