Here's a recent news item. Don't know how relevant to your question, but TGNT bringing up service in LA seems a positive.

Teligent begins carrying first commercial traffic over point-to-multipoint network in Los Angeles

VIENNA, VA., September 28, 1998 – Teligent, an integrated communications company, today began carrying traffic for its first commercial customers over Teligent's "point-to-multipoint" communications network in Los Angeles.

The announcement culminates a year during which Teligent, working with its principal equipment supplier, Nortel (Northern Telecom), developed, tested and enhanced "point-to-multipoint" network equipment.
