Bob -

If use default settings is checked, the downloader uses the settings that were supplied by clicking on Settings - Control Panel - Internet. It also uses the proxy settings that are set in Internet Explorer.

If it's not checked, then it uses whatever is active at the time.

To get through a firewall or proxy server, you need IE4 set up correctly, and the use default settings checked.
