Maybe someone could point to a story on the incident. As I recall it, it was a foto-op ceremony as you say. The father spoiled Bill's lip bitting, misty eyed act by bitterly blamed the President for his son's death. Clinton, stunned that someone would actually blame him for something characteristically and in a knee jerk fashion, pushed the blame on someone else, i.e the dead hero himself.

Another example of how a boy takes responsibility for his actions.
