It is my understanding that the protocal was developed by ledoux. The changes that were made were in trying to establish that all supplies and methodologies used by the various labs were exactly the same, and that various checks and balances were added to ensure quality of data.

It was those checks and balances that eventually proved to be vehicle that Naxos used to find out that Ledoux's errors were causing contamination within their lab.
