I agree with that sentiment with one possible exception. The Republicans pushed a capital gains reduction which eventually was passed (Clinton fought all the way). Do we know how much of the "surplus" can be attributed to investors selling due to more favorable tax treatment, thus increasing the tax revenue? The politicians that recognized that lowering taxes generates additional revenue deserve some credit in that regard.

I hope they didn't forecast a lot of capital gains
income from stock sales
