I don't think IPM's management would have told people, "the recovery process doesn't work, so we'll just sit back, relax and draw our salaries until we screw the treasury dry of funds and then declare bankruptcy." Maxam Gold's failed pilot plant test wasn't reported to shareholders for MONTHS, and in the meantime, the stock price fell from $0.70 to the teens.
