Ann:

Assuming the total sum is $40M -- the Pres. can pay the $4M for the Monica delay and then Mr. Starr can pay the $36M remainder.

Again, you're holding the cops (representing the public and under the auspices of the law) responsible for the cost of prosecuting criminals. Why do you refuse to hold the criminals responsible for their acts?

I'm well aware, however, that a review of the Reagan & Bush administrations will show at least an equal number of convictions.

OK, go ahead. You list the convictions under twelve years of Reagan and Bush, and I'll list the convictions of just those under investigation by Fiske and Starr. To stack the odds in your favor, I won't count flights to other countries to avoid subpoenas or those pleading the Fifth in their own defense.

HUD Fraud: Henry Cisneros (resigned), Linda Jones (FELONY conviction).

Whitewater: Webster Hubbell, Jim McDougal, Susan McDougal, Jim Guy Tucker, William Marks, David Hale, Stephen Smith, Chris Wade, Robert Palmer, and John Latham. All FELONY convictions.

Campaign Finance: Eugene Lum, Nora Lum, and Roger Tamraz. All FELONY convictions.

Mike Espy: Richard Douglas, James Lake, Ron Blackley, Jack Williams, and Archie Schaffer. All FELONY convictions.

Coming attractions include Bruce Babbitt, Mike Espy, and perhaps Hillary Clinton.

Did you also want to hold the OIC responsible for the entire cost of the Iran/Contra investigation, since no charges were ever brought against Reagan or Bush? That investigation actually took longer than this one, and was just as costly. I don't mean to jump on you, but I just don't get your point. Starr was hired to do a job. If at any time it was felt that he was not doing his job properly, he could have been fired for cause. Clinton, on the other hand, did everything he could to stifle the investigation, and cost the American taxpayer money. I just don't see how you can equate one with the other.

<<This will become the norm, if it succeeds.>>

I disagree. I think this method will be brought more firmly under control, regardless of what happens with this case. The Republicans had fought against the OIC statute for the very reasons Clinton supporters flame Starr - that it gives too much power to someone not directly answerable to the people. I think everyone, Republican, Democrat and Independent can see the flaws in the statute now.
