I think most of us have agreed that the sampling program was too small to characterize the concession to the degree required under IMS. But as for your comment

I disagree, grab samples can be completly unbias. Grab samples do not migrate to the gold. It all depends on who is collecting the grab samples. I have collected many grab samples and they were completely unbias. If you set up a grid and/or sampling plan and it was designed to be unbias, and you stick with it, then there is no problem.
