Big thing lately for underdeveloped countries. Easier to setup cell phone systems than landlines.

No, not because they just got a new contract. Take a look at Poland. Consider that the country is just beginning to privatize its phone monopoly, Telekomunikacja Polska, which has been valued as high as $10B. It's significant that Lucent is even there. And I'm confident that they're going to be there in other situations throughout Europe, Asia, and South America as those economies stabilize over the next five years.

Buying a company just because they got a new contract? No.

Buying a company because they are strong financially, have foresight, and boast sound management? Yes.
