What do you mean hypothetical? It is very typical that Polish waitresses offer their phone numbers to me. However, usually after finishing the cabbage I take them to the hotel room straight away to save the phone charges.

The calling rate is double as your own and the network you are in are both charging. If you talk a lot it can become expensive but usually its OK since the call rates in Europe are generally not very high. How much depends also whether it is a fixed phone you are calling to as that is cheaper.
