I think it's more accurate to say they're not required to produce quarterlies, not that they're not expected to. IMO, most companies who are working toward reporting status issue quarterlies to give potential investors (particularly funds that are not permitted to or won't invest in BB stocks but will start looking at a company when they are reporting) a longer track record to look at and to give some confidence in their ability to produce quarterlies and their interest in providing adequate information to investors.

Also, even for a nonreporting company, I think it's a responsible move to keep the owners of the company reasonably informed of progress.

IMO, this is one of those differences between what's legal and what's right.
