This is very exciting news. Although the appeals process may proceed at a snail's pace, if eventually the price of the licenses is reduced, it may allow SURF to resurface as a national cdma customer increasing the demand for phones and infrastructure. I'm not sure whether or not the agreement to buy a large % of their infrastructure from QCOM will be left intact through their chapter 11.
