Oh, you bet they do! But the puzzle is the apparent hopelessly late timing on the action of the Commerce Department. If you were one of the 220 OIS employees, what would be your number 1 priority be right now? Is that likely to support a continuation of the business in its present form? The "group of defense contractors" comment is interesting though. Overall, this has the makings of a new American opera (or operetta), drama, tragedy, singing, dancing! What more could you ask? You know, I almost missed this:

"It's our understanding that when the employees were furloughed, a stipulation was they remain available for two weeks in order to receive their severance pay," Majak said. "That expires on Friday."

That's surely something to ponder on several levels, huh? JimA
