A municipality can be a city or a service district that has voted to create a company with its business to provide different utilities. Generally the trash,water and sewer departments are the common utilities that are part of the city's business, but it can also be electricity and gas.

For example, in Austin Texas, the city is the electricity provider.
Here in California, only a small fraction of the cities are municipalities and have separate energy contracts with WAPA (government dispatching entity, Western Area Power Authority) and also have operation regulated by the newly formed CA Independent System Operator. Look at your electric bill and you can tell by the breakdown which different companies are servicing you for Generation, Transmission, and Distribution. I know this stuff is overkill, but this may help some other folks paint a clearer picture of who owns what.
