Cut spending and/or raise taxes.

Wouldn't that lead to a recession/depression?

The US budget deficit has declined due to increased corporate profits and incomes generated by a strong economy. Yes they raised taxes but not oppressively.
I do not know much about Brazil's social spending and tax structure. Do they have room to cut programs and raise taxes without depressing the economy?
