1) Increase M2 Rate {or fix it at a set rate} not talking M2. This is 90% of the problem. Removal of liquidity. This is why Greenspan should be removed. He made LTCM look small in comparision.
2) Decrease Fed Fund rate
3) Remove the IMF
4) Lower the repurchase rates.

Start with those.
