The insurance industry is a big supporter of the bill:

The potential liability facing insurance is staggering, noted Joel Wood, vice president of government affairs for the Washington-based Council of Insurance Agents and Brokers. "Y2K could be asbestos, lead paint and Superfund all rolled up into one times 10," Mr. Wood said. "This bill won't solve the problem, but it will bring the liability issue to the attention of Congress and help educate people on the gravity of the risk."
