Paul, I saw the same thing in 1990 where small caps and tech stocks bottomed around October 1990, while blue chips did not bottom till around the week before the Gulf War started early in 1991.

Granted, there are serious concerns now about the global economic situation. The Clinton story will continue to play out like a bad soap opera. But the U.S. economy, although slowing, is still generating growth. Because of the huge baby boom generation, the flood of cash into retirement savings will be the norm for the next two decades. Despite the background noise, I think we will see the market go up during the fourth quarter and into next year. And, as in 1974, the impact of global economic problems on the big multinationals will bring the spotlight back to the secondary and tertiary markets. And I think we'll see a small-cap rally of considerable strength and breadth.
