Richard,

New Mexico passed a mine reclamation act in 1993. Since that time there has not been one new mine open in the state and no one is even doing exploration. The law is so restrictive that one mining executive told me that if he were to suggest to his board of directors that they look at some properties here, he would be fired on the spot. I would hate to see Arizona go the same route. New Mexico got the act because a bunch of "green" people kept telling the legislature things like, "look at all of these little operations. they have no environmental controls. They come in just long enough to mess things up and then they leave.

The law is so restrictive that even some of the ongoing gold and platinum scams have left the state.
