Buffet wasn't offering to "bail them out", he was offering to buy their assets for pennies on the dollar. I have no sympathy for LTCM or the investors who got burned by their high-dollar dice rolling. But one shouldn't expect them to take Buffet's offer if they could cobble together another solution.
